The State personal data protection agency under the Cabinet of Ministers of the Kyrgyz Republic, in accordance with the Law of the Kyrgyz Republic “On State Civil Service and Municipal Service,” announces an open competition for enrollment in the personnel reserve to fill the junior group of vacant administrative positions in the civil service in the following areas:
“Computer Science and Information Technology” and “Jurisprudence”.
To be included in the personnel reserve, a candidate must meet the following requirements:
1) be a citizen of the Kyrgyz Republic;
2) be at least 21 years old;
3) meet the qualification requirements established by law for inclusion in the personnel reserve.
General qualification requirements for the junior group of administrative government positions:
Knowledge:
1) the Constitution of the Kyrgyz Republic;
2) Law of the Kyrgyz Republic “On State Civil Service and Municipal Service”;
3) Standard instructions for office work in the Kyrgyz Republic, approved by Decree of the Government of the Kyrgyz Republic dated March 3, 2020 No. 120.
For all job groups:
— knowledge of the state and official languages to the extent necessary to perform official duties;
- knowledge of computer and office equipment, necessary Microsoft Office software products (Word, Excel, PowerPoint), information and legal system "TOKTOM Mamleket Pro".
For the junior group of administrative positions in the region
computing and information technology:
1) higher education in the field: “Computer engineering and information technology” in all areas; "Information Security"; "Physical and mathematical sciences and fundamental
computer science" in all areas; “Economics and Management” in all areas; “Electronics, radio engineering and communications” in all areas; "Automation and control" in all areas.
— having certificates in the field of cybersecurity and personal data protection is an advantage.
2) without presenting requirements for work experience;
Knowledge of subject legislation for the junior group of administrative positions:
— Law of the Kyrgyz Republic “On Personal Information”;
— Law of the Kyrgyz Republic “On Electronic Governance”;
— Law of the Kyrgyz Republic “On Electronic Signature”;
— Requirements for ensuring the security and protection of personal data during their processing in personal data information systems, the implementation of which ensures established levels of protection of personal data, approved by Decree of the Government of the Kyrgyz Republic of November 21, 2017 No. 760;
— The procedure for obtaining the consent of the subject of personal data to
collection and processing of his personal data, the procedure and form for notifying personal data subjects about the transfer of their personal data to a third party, approved by Decree of the Government of the Kyrgyz Republic dated November 21, 2017 No. 759;
— Regulations on the Personal Data Protection Agency under the Cabinet of Ministers of the Kyrgyz Republic, approved by Resolution of the Cabinet of Ministers of the Kyrgyz Republic dated December 22, 2021 No. 325.

To participate in the competition, you must submit the following documents in a folder:
- personal statement;
— resume (indicating email and information about the presence or absence of a criminal record);
— copies of documents confirming basic and additional education (if any), certified by a notary or at the last place of work;
— a copy of the work book (if you have work experience), certified by a notary or at the last place of work;
Persons participating in the competition may additionally submit letters of recommendation and certificates.

Applicants who do not provide a complete package of documents, or who do not meet the requirements, will not be allowed to participate in the competition.
